Director, Government Accounting and Compliance

Job Description:

Saab, Inc., in Syracuse, NY, is looking for a Government Accounting and Compliance Director to join the Finance organization. This position will report directly to the Saab, Inc. CFO. 

You will direct government accounting and compliance activities including but not limited to developing and submitting direct and indirect rate proposals; participating in numerous DCAA/DCMA financial and business system audits/reviews; analyzing and reporting of indirect rates, general ledger details, project expenditures, and unallowable costs; acting in a liaison capacity with the external compliance consultant and other members of the worldwide CAS Committee; and advising and/or participating in cross-functional projects and efforts as required to support the compliance and financial needs of the business.

Responsibilities will include:

  • Advise senior leadership team and provide expert knowledge and direction to implement and maintain effective and compliant financial and business policies and procedures

  • Provide both strategic and tactical ad hoc guidance to cross-functional teams as required on US Government accounting and compliance reporting requirements, rules, and regulations such as CAS, FAR, DFARS, and AMS

  • Mentor and collaborate with Finance, Contracts, Program Management, and Business Systems teams to implement, reconcile, and/or maintain ERP modules to ensure compliance with applicable accounting and business system criteria

  • Oversee development, preparation, and support for US Government audits of the company’s forward pricing rates and final incurred cost proposals; monitor and analyze underlying monthly reports of indirect rates, general ledger details, project expenditures, and unallowable costs

  • Manage and participate in numerous DCAA/DCMA financial and business system audits/reviews while maintaining credibility and fostering effective working relationships with US Government counterparts

  • Identify and coordinate timely execution of corrective actions to mitigate risks, remediate issues, and lead process improvement initiatives

  • Analyze and review cost accounting information in the financial system to ensure accuracy and compliance with US Government accounting regulations

Skills and Experience:

Education and Experience:

  • Required – Bachelor's Degree in Accounting, Finance or Business

  • 25+ years of relevant experience (20+ if Master’s/MBA and/or concentrated course work in government contract accounting)

Required Qualifications:

  • Strong organizational, analytical, communication, and effective time management skills with adept ability to multi-task

  • Solid attention to detail and accuracy while ensuring deadlines are met

  • Proven ability to influence key stakeholders throughout the organization regarding compliance, accounting, and/or financial matters

  • Employ subject matter expertise to lead/mentor both direct staff and others on compliance and financial business issues, risks, and opportunities

  • Effectively interface with US Government, financial, and cross-functional teams to lead and/or support accounting and business system audits and reviews

  • Identify and participate in strategic process initiatives and drive adoption of consistent practices and technologies across the company

  • Proficient with US Government rules and regulations such as CAS, FAR, DFARS, and AMS

  • Competent usage of ERP and Accounting systems

Desired Qualifications:

  • Proficient in MS Office Suite (Excel, Word, PowerPoint)
