Job Description:

Saab, Inc. in Syracuse, NY, has an immediate need for a Manager of Subcontracts and Sourcing.  This individual will lead a team of highly skilled Subcontracts Professionals and Supplier Managers responsible for all complex or technical contracting where Saab is the payer in the US and Canada.  Influences the US and Canadian businesses while extending teamwork to the corporation.  Ensures timely and thorough Subcontracting support while successfully meeting business area objectives. Ensures legal risk is minimized and customer requirements including US Government, DoD, FAA, and international government regulations are met. 

Job Responsibilities:

  • Review and approve subcontracts for compliance with government and corporate regulations (particularly FAR and DFARS), DoD and FAA procurement regulations to maintain an approved Contractor Purchasing System

  • Experience building a Subcontracts team and supplier sourcing programs both domestic and international

  • Exhibit strong background in preparing and reviewing contracts, requests for proposals (RFPs), supplier agreements, and customer agreements for legal accuracy, price, and acceptability of items to specifications; negotiating or supervising the negotiation of complex proposals; and implementation of RFP and request for quote (RFQ) processes to assess and evaluate sourcing alternatives.

  • Perform Staffing Assessments and Hires new team members when needed.  Manages work assignments and level loads work across the team. 

  • Routinely communicate with influence and presents to auditors, customers (internal or external), supplier leadership, and/or other senior managers and executives.  Develops strategic partnerships within the company and externally.

  • Provide coaching and mentoring to employees through training, career planning, routine meetings, goal setting, mid-year reviews, and end-of-year reviews.  

  • Guide the team through subject matter expertise with the ability to train, answer questions, and make decisions where ambiguity

  • Monitor regulatory and legal requirements and makes changes where appropriate.

  • Review employee generated Complex Agreements, Subcontracts and Inter-Divisional Cost Transfers and delegates where appropriate.  Understands the structure and content of work that will be necessary to resolve a legal matter or support an audit.

  •  Implements templates, metrics, and other tools when appropriate. 

  • Monitor regulatory and legal requirements and makes changes where appropriate.

Skills and Experience:

  • BA in Supply Chain, Business Management, or Industrial, Operations or other related field. 

  • Minimum 10 years -experience directly Managing Supply Chain and Subcontracts team

  • Minimum 5 years as a Major Subcontracts Manager (in addition to Management Role)

  • Experience in Microsoft Office (Word, Excel, Power Point)

  • Minimum 8 years-experience with government regulations (i.e., FAR/DFAR, ITAR/EAR, TINA, etc.)

  • Willingness to travel up to 25% in support of program and business development efforts. (some of that travel is International)

  • Must be capable of obtaining a Secret level security clearance.


Desired Qualifications:

  • Master's Degree (MA, MS, MBA) or equivalent

  • Experience leading teams located in multiple locations

  • Microsoft Project knowledge

  • Experience with ORACLE

  • Technical knowledge of related hardware applications as well as knowledge of operational and manufacturing processes (assembly, integration, and test)

  • Experience building Supplier Management Programs

  • Experience developing statements of work (SOW) that are complete and conform to program requirements

  • Knowledge of collaborative tools such as JIRA, Sharepoint, OneNote
