Senior Import/Export Analyst
Saab in West Lafayette, Indiana, has an immediate need for a Senior Import/Export Analyst. You will have the opportunity to join a team that will manufacture the rear section of the T-7A Red Hawk military trainer aircraft for the United States Air Force. When at full capacity by 2027, Saab will employ over 300 employees in the West Lafayette facility in management, administration, and manufacturing. The new flagship facility will utilize advanced manufacturing techniques and leverage research and development to support Saab’s broad product portfolio.
Engage proactively with business functions to understand and identify import/export issues and needs, and provide licensing, policy, and compliance guidance and assistance
Develop and maintain internal trade compliance policies, procedures, manuals, and support tools
Conduct orders of review and specially designed analyses for hardware, data, software, and services to establish applicable U.S. licensing jurisdiction and commodity classification
Determine and fulfill requirements for EAR and ITAR licenses, exemptions/exceptions applicability, and for exports and imports for which no license is required
Draft and submit license applications, proposed agreements, requests for retransfer and reexport authorization, and determinations from the U.S. Departments of Commerce and State
Obtain approvals and administer provisos and other requirements to allow transactions to be conducted compliantly
Interact and coordinate with U.S. and foreign affiliates, partners, suppliers, customers, regulators, and other entities on trade compliance topics
Review product descriptions, technical parameters, control lists and other resources to establish licensing jurisdiction, product classification codes, HTS and Schedule B codes, country of origin and other correlated information within ERP system for imports and exports of hardware, data, software, and services
Facilitate logistics and shipping activities including preparing and reviewing documentation for inbound and outbound shipments to confirm correctness and compliance pre- and post-transactions, analyzing discrepancies and risk areas, and implementing remedial measures
Communicate with customs brokers, freight forwarders, parties to transactions, affiliates, suppliers, government agencies, and other foreign and U.S. entities to coordinate and ensure imports and exports are accomplished compliantly and efficiently
Determine and implement shipping and logistics methods for efficiencies and cost savings within a compliance framework
Monitor and track transactions, and resolve issues to mitigate against delays, risk, and potential ramifications
Manage trade certificates for duty-free entries, drawbacks, carnets, customs bonds, powers of attorney, adjustments, ACE filings, payments for duties and tariffs, special instructions, and other similar matters
Maintain records in accordance with regulatory requirements
Remain current on import/export policies, requirements, changes, and trends, and communicate information to key persons
Conduct trainings on general and specific trade compliance topics
Screen persons and assess red flag indicators to establish bona fides
Perform reviews, audits and assessments to maintain and promote compliance
Investigate potential and actual non-compliance with export control laws and regulations, prepare and submit voluntary disclosures to the U.S. Departments of Commerce and State as warranted, and develop and implement corrective actions
Provide information in a timely manner within company and to U.S. and foreign affiliates for registration, reporting, licensing, presentations, etc.
Liaise with Swedish (and other foreign) counterparts to satisfy Swedish (and other foreign) trade compliance requirements
Support engagements and activities with Purdue University having trade compliance aspects
Undertake and assist with other activities at the direction of Saab, Inc.’s Director, Trade Compliance and leadership
Skills and Experience:
Bachelor’s degree and 5+ years’ experience with import/export licensing and compliance, logistics, shipping, customs management, and/or related trade fields. Consideration might be given for other education, specific work experience related to need areas, etc.
Demonstrated working knowledge of the EAR, ITAR, FTR, and other regulations. Familiarity with Incoterms.
Ability to work independently as well as under direction.
Sound organizational skills to perform and handle multiple substantive and administrative activities concurrently.
Strong communication skills with an ability to clearly explain issues and requirements rather than to just state them.
Ability to work with foreign persons and appreciate cultural differences.
Security clearance or eligibility to obtain a security clearance.
Ability to travel.
