Job Description:

Saab, Inc. is seeking an experienced and strategic Manager of Subcontracts to lead a team of highly skilled subcontract professionals supporting complex, high-value procurements and critical business initiatives. This role is responsible for overseeing the full subcontract lifecycle, including proposal support, subcontract development and negotiation, supplier performance management, U.S. Government contract requirement flow downs, and the management of supplier data requirements and project milestones.

Reporting directly to the Director of Supply Chain Excellence, the Manager of Subcontracts will provide leadership, direction, and strategic oversight to ensure the organization receives timely, compliant, and effective subcontracting support. The position will play a key role in managing commercial, contractual, and regulatory risk while ensuring compliance with customer requirements, including those of the U.S. Government, Department of Defense (DoD), and the Federal Aviation Administration (FAA).

The ideal candidate will bring strong leadership, subcontracting, negotiation, and contract management expertise, along with the ability to navigate complex regulatory and business environments. This position offers an opportunity to influence Saab's supply chain strategy, strengthen supplier relationships, mitigate contractual and supply chain risk, and enable successful execution of critical defense and aerospace programs.


This position is based at Saab, Inc.'s headquarters in East Syracuse, NY, or our offices in Bristol, RI; Orlando, FL; or Quincy, MA.

Responsibilities of the Manager of Subcontracts will include:

  • Lead and manage the Subcontracts team, establishing priorities, assigning workloads, balancing resources, and ensuring timely, high-quality support across programs, proposals, and supply chain initiatives.

  • Oversee the development, negotiation, execution, and administration of complex, high-value subcontracts and supplier agreements, ensuring appropriate commercial terms, pricing, deliverables, specifications, schedules, and risk allocation.

  • Ensure subcontracting activities comply with applicable U.S. Government requirements, including FAR, DFARS, DoD regulations, and Saab, Inc. corporate procurement policies and procedures, supporting the maintenance of an effective and compliant Contractor Purchasing System.

  • Provide subject matter expertise on subcontracting and contractual matters, guiding the team in interpreting requirements, resolving complex issues, evaluating risk, and making sound business decisions where requirements or circumstances are ambiguous.

  • Partner closely with Supply Chain, Engineering, Program Management, Finance, Contracts, Legal, Quality, and other functional organizations to develop effective sourcing and subcontracting strategies that support program objectives, cost, schedule, quality, and performance requirements.

  • Support and lead strategic supply chain initiatives, including the development and implementation of policies, processes, strategies, objectives, and continuous improvement initiatives that strengthen integration across supply chain functions.

  • Establish and maintain subcontracting policies, procedures, templates, tools, and best practices that promote consistency, efficiency, compliance, and effective risk management across the organization.

  • Support internal and external audits and government reviews, including preparation and maintenance of documentation necessary to demonstrate compliance, substantiate purchasing decisions, and resolve contractual or audit-related matters.

  • Lead workforce planning and talent management for the Subcontracts organization, including recruiting, hiring, performance management, mid-year and annual performance reviews, career development, succession planning, and development of team capabilities.

Compensation Range: $132,000 - $171,600 for our Syracuse, NY and Orlando, FL locations; $145,100 - $188,700 for our Bristol, RI location; $158,500 - $205,900 for our Quincy, MA location.

The compensation range provided is a general guideline. When extending an offer, Saab, Inc. considers factors including (but not limited to) the role and associated responsibilities, location, and market and business considerations, as well as the candidate's work experience, key skills, and education/training.

Skills and Experience:

Required Qualifications:

  • Bachelor's Degree in Business Management, Industrial Management, Supply Chain Management, Engineering-General or Industrial, Operations or other related field; Master's Degree (MA, MS, MBA) preferred.

  • 10+ years of Supply Chain, Logistics, Contracts and Material Management experience (or 7+ years' experience with a Master's Degree.)

  • Leadership Experience over Subcontracts, Proposal, Buying and Planning teams.

  • Experience with government regulations (i.e., FAR/DFAR, ITAR/EAR, TINA, etc.)

  • Advanced Experience in Microsoft Office (Word, Excel, PowerPoint).

  • Contract negotiation experience for large DoD subcontracts.

  • Knowledge of forecast and planning tools for MRP systems.

  • Advanced financial analysis capabilities.

  • Experience collaborating with cross-functional teams both domestic & international.

  • Willingness to travel up to 25% in support of Supply Chain objectives.

  • Must be capable of obtaining a Secret level security clearance.

Desired Qualifications:

  • Global Supply Chain experience.

  • Experience with ORACLE/ERP System(s).

  • Contracts Negotiation, Planning & Forecasting experience.

  • Knowledge of collaborative tools such as JIRA, SharePoint, OneNote.
