P&C Business Delivery Manager

The role

The P&C Business Delivery Manager is responsible for leading the strategic direction, operational effectiveness, and performance of the People Partnering function. This role ensures high-quality delivery across partnering by embedding consistent service standards, optimising resource planning, and improving systems and processes.

The role is a key enabler of enterprise-wide people strategies, ensuring that partnering practices are aligned, scalable, and responsive to organisational needs. The role also facilitates and supports partnering input into strategic people projects building and implementing to ensure effective partnering and embedding of programs and activities across the business.

Providing direction, oversight and leadership to the Partnering team, this role is focused on clear and consistent practices to successfully deploy project, change and operational work.  While not a hands-on partnering or case advisory role, you may need to provide support for activities in peak times.

Further, the successful candidate will:

Functional Leadership & Service Model Oversight

  • Provide strategic and operational leadership to the People Partnering function to establish clear ways of working, including defining operating rhythms, service standards, and functional priorities.
  • Oversee the implementation of a consistent and effective partnering model aligned to organisational goals and P&C frameworks.
  • Monitor people experience, project and change embedding, and partnering effectiveness, making recommendations for continuous improvement.

People Partnering Performance & Process Improvement

  • Drive process optimisation across people partnering practices, ensuring alignment to policies, compliance standards, and best practice.
  • Lead initiatives to simplify, standardise, and improve people processes, tools, and documentation used by the partnering team.
  • Establish and maintain performance metrics, reporting frameworks, and feedback loops to support data-informed decision making.
  • Ensure appropriate resource planning to enable effective partnering contributions to project delivery.
  • Provide performance insights and implementation feedback from partnering activity to support program evaluation and enhancement.

Team Leadership & Capability Development

  • Provide leadership, guidance and strategic direction with a strong focus on inclusion, transparency and empowerment
  • Provide coaching, feedback, and development opportunities to build partnering capability, performance, and team cohesion.
  • Foster a team culture of collaboration, customer service, and strategic thinking aligned to People & Culture strategies and objectives.
  • Support succession planning and role clarity across the team to ensure functional resilience and agility.

Compliance & Governance:

  • Own the development, maintenance and embedding of up-to-date and fit-for-purpose P&C procedures, processes and practices. 
  • Partner with Advisory to ensure advice and solutions implemented across the employee lifecycle are IR/ER compliant.
  • Support Safety & Wellbeing frameworks, including policies, processes, procedures and systems that drive a ‘Safety First’ culture.
  • Collaborate with the Safety & Advisory team to understand organisational physical and psychosocial risk themes and mitigation priorities.
  • Support the capability uplift of the Partnering team in applying risk principles in their work.

Flexible work arrangements such as hybrid work from home / office, 9-day fortnight and part time will be considered for this role.

About you

Your skills and experience will include:

  • Strategic thinking, planning, analytical and problem-solving capability, with the ability to translate business objectives into P&C initiatives and programs.
  • Sound understanding of IR and Safety legislation, and the importance of aligned employment terms and conditions, leadership capability and business practices.
  • Experience in senior HR leadership roles, with extensive knowledge across both generalist HR and psychosocial safety in a fast-paced and high-growth environment.
  • Demonstrated ability to drive improvement through systems thinking, metrics, and process redesign.
  • Strong understanding of psychosocial risk principles and ability to embed mitigation practices through people systems and workflows.
  • Skilled in managing work load, allocation and prioritization of tasks and projects across a team navigating a diverse, complex and dynamic work environment.
  • Ability to influence and enable without direct delivery or frontline partnering responsibilities.
  • Stakeholder engagement, partnering and relationship management e.g., with Sweden colleagues, senior PCLT, the broader P&C team, leaders at all levels, our workforce and external partners
  • Strategic verbal and written communication skills to inspire, influence and embed change.
  • Transparent, empowering, coaching and inclusive leadership style.
  • Strong P&C change management and project leadership capability, including digital transformation and use of data driven decision making to support growth and diversification strategies.
  • Demonstrated understanding of/experience with Microsoft Office applications including Word, Excel, Outlook, PowerPoint and Teams, and HRIS’s (ideally Workday).

Educational Qualifications and Experience

  • Bachelor tertiary qualification in Organisational Psychology, Human Resource Management and/or related specialised discipline e.g., industrial relations, organisational development
  • Demonstrated experience in positively and successfully implementing change management processes in complex and sensitive circumstances
  • Proven experience in conflict resolution and negotiations that require high level communication and planning to achieve successful outcomes
  • Membership, or eligibility for membership, of AHRI

As a defence security clearance is required for this role, applicants will be required to hold an Australian Defence Security Clearance to baseline/NV1/NV2 level or have the ability to gain one. Information including past and present nationality and citizenship may be requested to check eligibility for access to materials controlled under various export control regimes, including ITAR.
