Systems Engineering Manager - ATM

The role

As part of our Civil Group, the Systems Engineering Manager will support the Air Traffic Management (ATM) program in the planning and implementation phases of Saab’s Air Traffic Management projects. The Systems Engineering Manager will be responsible for resource management of a multi-disciplinary engineering team to deliver complex ATM system projects through application of systems engineering process and rigour. This role involves technical leadership, aligned with organisational systems engineering principles, guidelines, practices and objectives.

Responsible for ensuring that changes to the functional baseline are managed in a coordinated and consistent way across all projects within the Air Traffic Management program, working in close collaboration with the Lead System Engineer and the responsible Project Managers and the Program Engineering Managers to ensure successful project outcomes.

Responsible for promoting a culture of continuous improvement, and ensuring the successful delivery of technical solutions, this role requires effective resource management and stakeholder engagement skills, combined with the ability to navigate complex technical challenges.

Further, the successful candidate will:

  • Responsible for establishing and managing the resource plan and schedule for core and matrixed engineering resources to support all projects and approved changes across the ATM program, working within project budgetary and planning constraints.
  • Ensure that all ATM project engineering resources have appropriate competence and experience to successfully deliver engineering outcomes, also noting state-based requirements relating to registration of engineers.
  • Ensure successful ATM program engineering outcomes through managing and escalating scope, quality, resource and schedule issues and risks.
  • Responsible for managing the program’s functional baseline on behalf of the Program Engineering Manager and controlling the allocated baseline, including responsibility for (non-product) design decisions.
  • Assure control of the established baseline configurations in accordance with the Configuration Management Plan.
  • Responsible for the correct application of technical standards and engineering processes to engineering activities and ensuring adherence to approved management plans to assure that Safety, Security and Quality objectives are met through the system design.
  • Contribute to the development of estimates for engineering change activities relating to the program’s technical scope through systematic analysis of impact of changes to the functional and allocated baselines.
  • Responsible Cost Account Manager for allocated work packages
  • Perform other duties as assigned by the Program Engineering Manager including:
  • Maintenance of the program Systems Engineering Management.
  • Plan; prepare, plan and facilitate the program Technical Working Group meetings with the customer.

Flexible work arrangements such as hybrid work from home / office and a 9-day fortnight will be considered for this role.

About you

Your education, skills and experience will include:

  • Education: Tertiary qualifications (bachelor’s or master’s degree) in a relevant discipline (Mechanical Engineering, Electrical Engineering, Computer Science, or a related field etc.), and/or equivalent relevant experience (preferably within the defence industry).
  • Certifications: Relevant professional certifications in systems engineering or related fields such as; Engineers Australia CPEng, INCOSE ASEP, CSEP or ESEP (desirable).
  • Minimum of 15 years of experience in engineering with a minimum of 10 years’ experience in the application of systems engineering principles in Air Traffic Management domain projects, in particular relating to design, integration and support of Air Traffic Management systems.
  • At least 5 years in a technical management role, with a focus on strategic and technical management, including resource planning for complex technical projects.
  • Ability to navigate complex technical challenges while ensuring that solutions are innovative and aligned with strategic goals in relation to the development of in-country ATM capability.
  • Demonstrated awareness and ability to address whole of capability/systems issues, such as operational safety, Integrated Logistics Support (ILS), Human Factors and supportability.
  • Competent in the application of security controls to system design in the context of the Australian government’s Information Security Manual (ISM).
  • Understand complex technical issues and manage them within project cost, time and quality constraints.
  • Well-developed written, oral and interpersonal communication skills, with the ability to work with others in a team environment.
  • Strong time management and organisational skills
  • Chartered engineering status and state engineering registration (Queensland/Victoria).
