Job Description:
Saab, Inc. has an exciting opportunity for a Deputy Site Lead to provide critical administrative and logistical support to our exercise delivery program at MCAGCC Twentynine Palms, CA. The Deputy Site Lead will work closely with the Site Lead to ensure smooth daily operations, effective coordination of site functions, and compliance with contractual and regulatory requirements in support of the Marine Corps Training Instrumentation System (MCTIS).
The Deputy Site Lead supports the Site Lead in overseeing the operational, administrative, and logistical functions of exercise delivery at Twentynine Palms. This position focuses on coordinating site activities, meeting planning and preparation milestones, and ensuring compliance with contract requirements, local regulations, and established processes. Responsibilities include assisting with financial oversight—such as timecard review, staffing coordination, facility costs, and vehicle fleet management—while ensuring seamless execution of all functions that enable successful training events. Responsibilities Include:
- Support to Site Lead – Reports directly to the Site Lead on all matters related to local program operations, administration, and logistical support for MCTIS at both the home site and during Deploy-for-Training activities. 
- Program Administration & Compliance – Ensures all site operations align with contractual obligations, local laws and regulations, and Saab’s established policies and procedures. 
- Budget & Resource Oversight – Assists with management of the site budget, including cost control, staffing allocation, facility expenses, and vehicle fleet requirements. 
- Exercise Planning & Coordination – Collaborates with the Site Lead and Operations Officer to plan, prepare, and coordinate MCTIS exercise support activities at both home-site and non-home-site training locations. 
- Operational Support – Advises USMC staff and training units on effective use of MCTIS capabilities and proactively supports Master Events List activities with administrative and logistical solutions. 
- Health, Safety & Compliance – Ensures daily OSHA and safety compliance, maintaining adherence to local laws and Saab’s corporate requirements. 
- Systems & Maintenance Oversight – Ensures MCTIS training systems are properly configured, maintained, and supported through preventive and corrective maintenance activities, and oversees the serviceability of site vehicles, spare parts inventory, and resupply operations. 
- Procurement & Logistics – Manages purchasing, shipments, and logistical coordination to sustain site operations and support exercise delivery. 
- Process & Quality Management – Maintains and updates site Work Instructions (WI/SOPs) to align with business management guidelines. Reports on system effectiveness, efficiency, and improvement needs to Saab’s Quality & Environmental Manager. 
- Continuous Improvement & Best Practices – Shares lessons learned and contributes to continuous improvement and best practice initiatives across local program operations. 
- Additional Duties – Supports other site functions as needed to ensure successful CROW operations and training event execution. 
Security
- Security Awareness – Educates site personnel on security procedures and requirements. 
- Security Recommendations – Identifies potential security risks and recommends corrective actions. 
- Incident Reporting – Reports security-related incidents to the Training Operations Manager and Saab Security Manager in accordance with established procedures. 
- Access Control – Verifies and manages access of unauthorized individuals at the site. 
- Physical Security Oversight – Ensures proper security of locks, doors, fencing, and restricted areas, and reports deficiencies through the Incident Report System. 
Other
- Warehouse & Equipment Support – Assists with warehouse operations, pre-exercise equipment maintenance, and logistical tasks as directed by site leadership. 
- Marketing & Representation – Supports Saab marketing activities and represents the program as required. 
- Training & Cross-Skilling – Participates in cross-training and professional development to maintain operational flexibility. 
- Performance Input – Provides performance feedback for MCTIS System Analyst team members when requested. 
- Exercise Preparation & Briefing – Delivers capability briefs and After-Action Reviews (AARs) for Marines and participates in exercises in the U.S. or overseas as required. 
- Surge Support – Provides surge capacity to other locations in support of MCTIS exercises, including Non-Homesite Installation Training or major events at other USMC installations. 
Compensation Range: $109,000 – $141,700

Skills and Experience:
Required Qualifications:
- Former USMC Officer (Major or above) or Senior SNCO (Master Sergeant or above) – Demonstrated leadership in coordinating large, complex operations and ensuring continuity of support across multiple stakeholders. 
- BA/BS degree in Engineering, Business, or a related discipline, and 8+ years of experience – Strong foundation in organizational management, planning, and process improvement to support daily operations and long-range program objectives. 
- Knowledge of USMC organizational processes and training requirements – Ability to align exercise support functions with unit needs, ensuring administrative, logistical, and sustainment tasks are executed efficiently. 
- Proven experience leading teams of 50+ personnel (10+ years) – Skilled in supervising and developing diverse teams, managing workload distribution, and overseeing daily operational activities. 
- Financial management experience – Competence in budgeting, cost tracking, and resource allocation to support exercise delivery cycles and recurring operational requirements. 
- Personnel supervision – Experience in guiding daily work activities, coordinating team tasks, and ensuring adherence to standards and timelines, even in roles without formal direct reports. 
Desired Qualifications:
- Program management experience is a plus – Preferred background in overseeing projects or programs, ensuring alignment of resources, schedules, and deliverables across multiple lines of effort. 
Physical & Other Requirements:
- Ability to lift up to 50 lbs. 
- Willingness to work in extreme weather conditions (over 90°F or below 30°F). 
- Valid U.S. driver’s license required. 
- Must be able to obtain and maintain a U.S. Secret Security Clearance. 
- Ability to travel for up to 14 days to conduct or support training events.
