About the opportunity
Saab Australia is one of three industry participants and the Commonwealth of Australia (CoA) that make up the Combat Systems Integration – Integrated Project Team (CSI-IPT) Collaboration Agreement (CCA). As a collaborative enterprise the CSI-IPT CCA executes scopes of work across Hobart Class Destroyer (SEA4000 Phase 6 and other related Destroyer Capability Enhancement (DCE) upgrades) and the Hunter Class Frigates (HCFs - SEA5000 Phase 1).
About the role
The Senior Project Controller will monitor and control project cost and schedule for the assigned control accounts across a portfolio of tasking statements. For assigned control accounts, they will be required to support the establishment and maintenance of performance measurement baselines (PMB), and coordinate monthly analysis and reporting activities, ensuring adherence to the CSI-IPT earned value management (EVM) framework. This will include providing EVM guidance to CAMs and ensuring all artefacts remain aligned to support data traces. The Senior Project Controller will also be expected to mentor less experienced members of the team, and support project controls process improvement initiatives.
Major Tasks and Activities:
- Lead the development and maintenance of the Tasking Statement Work Breakdown Structure (TSWBS) and associated WBS Dictionaries.
- Lead the establishment and maintenance of approved cost and schedule PMB including the incorporation of approved baseline changes.
- Lead the development and maintenance of control account structures and associates Responsibility Assignment Matrices (RAM).
- Lead and support Control Account Managers (CAMs) in establishing detailed planning for all work packages including assisting with the development of Control Account Plans (CAP) where required.
- Develop and resource load schedules in accordance with processes, standards, guidelines, health checks and code structures.
- Lead monthly reporting activities including capturing actuals, status, Estimates to Complete (ETC), and undertake detailed variance analysis in accordance with the business rhythm.
- Lead Comprehensive Estimate at Completions (CEAC) activities and provide SME advice to CAMs with regards to development and preparation of their inputs and consolidation of program-wide data.
- Provide support to Integrated Baseline Reviews (IBR) and Earned Value Management System (EVMS) surveillance reviews as directed by the CSI Project Planning and Controls Manager.
- Ensure the correct utilisation of Earned Value Management standards, processes and systems to enable timely and accurate monitoring, reporting and performance measurement throughout the project execution lifecycle.
General:
- Provide SME advice and guidance to a range of stakeholders with respect to cost and scheduling activities and the application of EV principles.
- Maintain all project planning and controls documentation and databases, including data trace integrity.
- Display collaborative behaviour between the Finance, Project Controls & Project Management teams across the program.
- Develop transparent and supportive relationships with customer representatives.
About you
Experience:
- Project management professional with demonstrated experience within a project orientated organisation is desirable.
- Detailed understanding of Project Management methodologies and principles of project planning, scheduling and project controls.
- Exposure to Earned Value Management practices or techniques.
- Experience working in a defence acquisition environment is desirable.
- Demonstrated schedule and cost experience is essential.
Skills and Attributes:
- Ability to interact effectively with colleagues within and outside his/her immediate team, to implement business requirements.
- Well-developed self-management and demonstrated ability to work under his/her own initiative to deliver outputs to time and quality.
- Team mentality is essential as they will be a requirement to lean in and assist other team members at times.
- Ability to use good written and verbal communication skills is important to this role.
- High literacy and numeracy.
- MS Office skills, especially in Word, Excel and PowerPoint.
- Open Plan Professional (OPP) and Cobra.
Qualifications:
- A degree in project management, business, commercial or engineering (preferable).
- Post graduate level Project Management qualifications is desirable.
Applicants must be Australian citizens and able to obtain and retain an AGSVA NV1 security clearance.
